Napoleon tilted his head a bit at the brushing of their lips, letting the other man get used to that before pulling him in for more. They would need to be convincing and just a prefunctory brushing of lips and a peck wouldn't do.
He had ulterior motives though and he would have no problem admitting to his attraction for the other man, if he didn't think it would get him murdered by the same man.
